Regulatory Services

The Division of Regulatory Services plays a vital role in protecting Utah consumers and supporting the state’s agricultural, food, and textile industries. Through its various programs—spanning food safety, dairy, weights and measures, and the regulation of bedding, upholstered furniture, and quilted clothing—the Division ensures that products are safe, accurately represented, and consistently meet quality standards. 

With a strong emphasis on professionalism and science-based practices, the Division provides clear, helpful guidance to producers, helping them navigate regulatory requirements while promoting fair competition and market integrity. By maintaining a vigilant presence and offering expert support, the Division safeguards Utah’s food and textile supply chains, reinforcing public trust in the products used and consumed across the state.


Regulatory Programs and Services:

Under the Bedding, Upholstered Furniture, and Quilted Clothing Inspection Act, UDAF monitors relevant products for hygiene & allergens and maintains annual licensing for manufacturers/retailers, inspection/testing, and labeling information.

The Regulatory Services Division supports the sale of Food, Dairy, Dietary Supplement and Cosmetic products in other states and countries by offering certificates to aid in the export process. 

For those wanting to make & sell food out of their private residences, UDAF handles permit applications and licensing via the Cottage Food page, among other resources & regulations.

Dairy product production, handling, pasteurization, and distribution must be in compliance with state regulations. UDAF handles small producer registration for egg & poultry operations under a certain size. USDA handles egg grading services and more for both small and large producers. Directions and resources for both can be found on this page. 

For the protection of both the consumer and the manufacturer, UDAF monitors safety and compliance for the commercial food supply. Find information about facility inspection services, HACCP plan guides, product registration, and recalls.

Separate from the base Food Safety program, UDAF administers large scale, B2B, and exported food regulations. Establishments can access relevant applications, inspection information, and view other documentation.

The Utah Department of Health and Human Services collects information about illnesses transmitted by food to track and prevent illnesses.

The Retail Food Regulatory Program oversees farmers markets and retail food establishments, ensuring compliance with good retail practices and establishing public health interventions to mitigate foodborne illness risk factors.

The Weights and Measures Program standardizes measuring devices and unit labeling to make certain that products are accurately presented and priced. Device inspection, registration/ applications for service providers, consumer complaints, and other rules are housed under this program.
