Kratom Establishment Registration
Registering as a Kratom Processor
This applies if your establishment is located in the state of Utah and is involved in the distributing, extracting, holding, formulating, mixing, or white labeling of kratom products. These activities classify your facility as a “kratom processor”, which requires a Kratom Products Processor License and registration as a Manufactured Food Establishment under the Utah Wholesome Food Act (Title 4, Chapter 5) and the KRA (Title 4, Chapter 45).
Utah Kratom Processor Permit Application Process
- Using the link please fill out the Specialized Products Processor License application. This permit is tiered:
- Tier 1 - $2,500
- A tier 1 license allows a processor to receive, store, prepare, transport, and wholesale kratom plant material and manufacture finished kratom products.
- Tier 2 - $2,000
- A tier 2 license allows a processor to: sell finished kratom products to a retailer, and perform minimal processing for storage only.
- Tier 1 - $2,500

Registering as a Kratom Retailer
This applies if your establishment sells pre-packaged and labeled kratom products directly to the end consumer.
You must be a Retail Tobacco Specialty Business to sell Kratom. Please work with your local health and business departments to obtain the required licenses and permits from them.
- If you can not obtain a Retail Tobacco Specialty Business permit you CAN NOT sell Kratom.
Once your Retail Tobacco Specialty Business permit is obtained you are required to obtain a new Specialized Products Retail License for each location.
Specialized Products Retail License Application Process
- Retail Tobacco Speciality Business - $2,500
- Kratom Retailer - $100
- If you had already obtained a Kratom Retailer Permit you will not need to pay again for the 2026 Calendar Year.
Kratom Retailer Permit Application Process
- Visit the Agricultural Information Management System (AIMS)
- Login to your account
- Click on the "Kratom" section
- Select “Retail Permit Application.”
- Click “Continue.”
- Read and agree to acknowledgements, then click “Save and Proceed”.
- Choose “New Application”, then “Save and Proceed”.
- Complete the application and pay the application fee.
- If you have multiple establishments (including online), they all need to have a retail permit. You can add an additional location to your application by selecting “Add Location” on the Account Information” screen within the application. You will need to submit a new application for each location.

- Non-refundable Fee: A non-refundable fee of $100 is required for each location. An online retail website is considered a separate location and needs to have a separate retail permit.
- Payment Requirement: Applications will not be reviewed until full payment is received.
Renewing Kratom Retailer Permit
- Visit the Agricultural Information Management System (AIMS)
- Log in to your account.
- Click on the “Kratom” section.
- Select “Retail Permit Application.”
- Click “Continue.”
- Read and agree to acknowledgements, then click “Save and Proceed”.
- Choose “Renewal Application”, then “Save and Proceed”.
- Select the permit that you would like to renew, then “Save and Proceed”.
- Only one permit can be selected at a time.
- Complete the application and pay the application fee.
Updating an Existing Kratom Retailer Permit
- Visit the Agricultural Information Management System (AIMS)
- Log in to your account.
- Click on the “Kratom” section.
- Select “Retail Permit Application.”
- Click “Continue.”
- Read and agree to acknowledgements, then click “Save and Proceed”.
- Choose “Change Request”, then “Save and Proceed”.
- Select the permit that you need to make changes to, then “Save and Proceed”.
- Complete the application.

The scope of this license will need to cover your:
*License is valid for up to one year from January 1 to December 31; fees can’t be prorated.
**Retailers are no longer required to obtain a Kratom Retail Food Establishment Permit from Regulatory Services.
