Cannabinoid processing is covered under Utah Code 4-41 and Utah Administrative Rule R66-30 Cannabinoid Product Processors.

In order to process industrial hemp or cannabinoid material, an individual/business must be licensed by UDAF. If you have questions about whether or not your business requires a cannabinoid processor license, please contact us at [email protected] or 385-524-8570.

Industrial Hemp Processor License Tiers

License tier is based on processing activities performed. The license fees are graduated.

Tier One

    • A Tier One license, allows a licensee to receive, store, extract, transport, and wholesale industrial hemp material and manufacture finished cannabinoid products.
    • Fee: $2500

Tier Two

    • A Tier Two license, allows a licensee to receive bulk cannabinoid product and store, package, and label finished cannabinoid product.
    • Fee: $2000

Tier Three

    • A Tier Three license, which allows a licensee to: sell finished cannabinoid product to a retailer, and perform minimal processing for storage only.
    • Fee: $1000

A cannabinoid processing establishment shall obtain a separate license for each location of a cannabinoid processing establishment.

    NOTE:ย The sale of final product(s) to consumers requires an Industrial Hemp Retail Permit.

    Industrial Hemp Processor Application Instructions

    • Visit the Agricultural Information Management System (AIMS)

      • Login to your account
      • Click Industrial Hemp 
      • Click Processor Application
      • Fill out application

    • The following is required as part of the application

    • Pay Fee

      • Payment can be made online, over the phone at (801) 982-2200, or by mailing a check
      • If you are paying over the phone, please request a receipt and forward it toย [email protected].

      **Applications will not be reviewed until payment is made**

    • To update processor registration after submission

      • Visitย Agricultural Information Management System (AIMS)ย and login to your account
      • Click Industrial Hemp
      • Click Processor Application
      • Select Change request as application type
      • Select application that you would like to update
      • Fill out Change request application
