Industrial Hemp
Cannabinoid processing is covered under Utah Code 4-41 and Utah Administrative Rule R66-30 Cannabinoid Product Processors.
In order to process industrial hemp or cannabinoid material, an individual/business must be licensed by UDAF. If you have questions about whether or not your business requires a cannabinoid processor license, please contact us at [email protected] or 385-524-8570.
Industrial Hemp Processor Licenses
Industrial Hemp Processor License Tiers
License tier is based on processing activities performed. The license fees are graduated.
Tier One (all activities)
- Receive, store, extract, transport, or sell raw certified hemp plant material
- Receive, store, extract, transport, or sell raw concentrate containing >0.3 THC

- Please note: it is illegal to transport cannabinoid material containing >0.3 THC across state lines
- This is the only tier that can receive above 0.3% concentrate; transfer of this concentrate is only permitted from another tier 1 or tier 2 license from within the state of Utah.
- Receive, store, extract, transport, or sell raw concentrate containing ≤ 0.3 THC
- Receive bulk cannabinoid product
- Formulate/manufacture final cannabinoid products
- Receive, package, label, and/or store final cannabinoid products
- Distribute final cannabinoid product (please note: selling directly to consumers requires an Industrial Hemp Retail Permit)
Tier Two (extractor)
- Receive, store, extract, transport, or sell raw certified hemp plant material
- Store, extract, transport, or sell raw concentrate containing >0.3 THC (please note: it is illegal to transport cannabinoid material containing >0.3 THC across state lines)
- Store, extract, transport, or sell raw concentrate containing ≤ 0.3 THC
Tier 3 (white labeler)
- Receive, store, transport, or sell bulk cannabinoid product
- Package, label, or store final cannabinoid product
- Distribute final cannabinoid product (please note: selling directly to consumers requires an Industrial Hemp Retail Permit)
Tier 4 (wholesaler)
- Receive, store, transport, or sell raw certified hemp plant material
- Receive, store, transport, or sell raw concentrate containing ≤ 0.3 THC
- Receive, store, transport, or distribute final cannabinoid product (please note: selling directly to consumers requires an Industrial Hemp Retail Permit)
NOTE: The sale of final product(s) to consumers requires an Industrial Hemp Retail Permit.
Industrial Hemp Processor Application Instructions
- Login to your account
- Click Industrial Hemp
- Click Processor Application
- Fill out application
The following is required as part of the application
- The following items are required:
- GPS coordinates, facility map and physical description of facility
- An Identity History Summary (IdHS) from the FBI no older than three months
- UDAF Food Establishment Permit.
- Contact Regulatory Services for details
- Tier 4 is exempt from this requirement
Pay Fee
- Payment can be made online, over the phone at (801) 982-2200, or by mailing a check
- If you are paying over the phone, please request a receipt and forward it to [email protected].
To update product registration after submission
- Visit Agricultural Information Management System (AIMS) and login to your account
- Click Industrial Hemp
- Click Processor Application
- Select Change request as application type
- Select application that you would like to update
- Fill out Change request application
**Applications will not be reviewed until payment is made**
