Agricultural Water Optimization Program

At the Agricultural Water Optimization Program, we work with producers to help them optimize water use while maintaining or improving agriculture production.

Metering requirements:
  • Must be a real time water meter capable of recording and storing data
  • Most common meter types are ultrasonic and electromagnetic flow meter
  • Can be cloud based and/or remote, as long as data can be collected from the meter

Information for current/funded grants:

Documents for current funded grantees:

    • Signed grant agreement
    • Cultural Resources (SHPO) review
    • Tax ID or social security number (for individuals) or UEI number (for entities)
    •  State of Utah vendor number (W9 if necessary)
    • Attachment A
    • Attachment C
    • Any other project specific documents

We are a reimbursement based program.

    • 80% of the grant funding can be paid once installation has begun
    • 20% if the total funding will be withheld until
      • The final project report has been submitted and reviewed (see requirements below for final project report requirements);
      • The project is determined to be complete by onsite inspection by a water optimization program planner; and
      • All grant requirements have been met.

See the steps below to receive a payment

Payment(s) for 80% of the grant amount:

    1. Keep all invoices (must be itemized)  and take before, during, and after construction photos of project progress
      1. We can only reimburse a maximum of 50% of the itemized invoice amount.
    2. Email udaf-wateroptimization@utah.gov to request a virtual appointment to submit a payment request.  A payment request can then be made in Amplifund
      1. Please note: materials and equipment must be on site and construction must begin before a payment request can be made
    3. A payment authorization form will be emailed as an e-sign document
    4. A check will be mailed to the address on file for your vendor number 

Payment for the final 20% of the grant amount 

    1. Once the project is fully complete, email us a final report for review.
    2. Once the final report has been reviewed and approved we will contact you to schedule an on-site final inspection
    3. After the final inspection we will set up a virtual appointment to submit a payment request
    4. A payment authorization form will be emailed as an e-sign document
    5. A check will then be mailed to the address on file for your vendor number.

Final Report Requirements:

FY 2022:

  1. Was the project implemented as planned?
    1. If not, include a list of changes made to the project and how they affected the project’s purpose.
  2. Pictures of the project before, during, and after completion of the project.
  3. The project report must be written so an auditor or the public can understand the purpose of the project, how the project functions and its water optimization benefits.
  4. A description of the metering and water savings.

FY 2022 ARPA Spring:

  1. A description of whether the project was implemented as planned?
    1. If not, the final project report should include a list of changes made to the project and how they affected the project’s purpose.
  2. Pictures of the project site before, during, and after completion of the project.
  3. A description of the water made available after implementation of the project and how that water is being used.
  4. A brief description of the metering and water savings.
  5. Estimated Water Quality Load Reductions (STEPL), tons of salt removed, Photo Point Monitoring, or other monitoring, depending on project type.
  6. An itemized reporting of any funds received or expended on the project, including other funding sources and documentation of the 10% grantee cost share.

*The final project report must be written so an auditor or the public can understand the purpose of the project, how the project functions, and its water optimization benefits.

FY 2022 ARPA Fall:

  1. A description of whether the project was implemented as planned?

FY 2023 ARPA Spring:

  1. A description of the project as found in the application and if the project was implemented as described in the application?
    1. If not, the final project report should include a list of changes made to the project, how they affected the project’s purpose, and the grantee must provide documentation that they received approval for the changes.
  2. Pictures of the project site before, during, and after completion of the project.
  3. Water Savings:
    1. A description of the water made available after implementation of the project.
    2. Documentation that there is not an increase in irrigated acres.
    3. Must include annual acre foot of water used before project implementation.
    4. Acres project covers, feet of installed pipeline, or feet of canal lining.
  4. Water Metering:
    1. A description of the metering and type of meter installed(s).
    2. An image of the water meter(s) installed.
    3. Describe how water data will be stored and retrieved.
  5. Estimated water quality load reductions (EPA PLET/STEPL), tons of salt removed, photo point monitoring, or other monitoring, depending on project type.
  6. Budget report:
    1. An itemized reporting of any funds received or expended on the project, including other funding sources.
    2. Documentation of the 10% grantee financial contribution (can include in kind work).
