Plant Industry

The Fertilizer/Plant Food program regulates products that are distributed in the State of Utah for consumer protection. Fertilizers and other plant food products distributed in the state must be registered and properly labeled. Our staff ensure fertilizer/plant food products meet their label guarantees and are free of adulteration through facility inspections and product sampling.

The Fertilizer Lab tests solid and liquid fertilizer samples for primary nutrients, secondary nutrients and micronutrients.

Primary Nutrients:

    Fertilizer Tonnage Report

    1. Go to the following link https://agbusiness.utah.gov.
    2. Log into the portal with your UtahID or Create one.
    3. Select the Feed & Fertilizer tile
    4. Select the Fertilizer Tonnage Report
    5. Review and agree to the Privacy Statement.
    6. Select Reporting Year for Nov 1, Select Reporting Year for Oct 31, Select Account Name, Click ‘Next’
    7. Review Account Information, click ‘Next’
    8. Are you reporting zero tonnage, Select Yes or No, then click ‘Next’
      1. If Yes, You will continue to Step 9.
      2. If No, Please add the tonnage by selecting Add tonnage, once you have added all of the tonnage, then click on ‘Next’ 
    9. Signature, capture electronic signature, enter name and job title.
    10. If payment is required review application, then chose payment method:
      1. Credit Card: Enter card information via Chase Payment Technologies, agree to the Confirmation, then click ‘Nest’ and follow directions.
      2. E-Check: Enter bank information via Chase Payment Technologies, agree to the Confirmation, then click ‘Nest’ and follow directions.
      3. Offline Payment: Select payment type and follow instructions.
      4. For Invite Payer, enter payer name and email; (system will send payment link), then click ‘Next’.

    Fertilizer Blender License

    1. Go to the following link https://agbusiness.utah.gov.
    2. Log into the portal with your UtahID or Create one.
    3. Select the Feed & Fertilizer tile
    4. Fertilizer Blender License tile.
    5. Review and agree to the Privacy Statement.
    6. Review and agree to the Disclosure/Acknowledgement, then click ‘Next’
    7. Choose either New Application or Renewal Application.
    8. Review DBA(s), then click ‘Next’
    9. Select/Add Contact Person and review the displayed contact information, then click ‘Next’
    10. Review account location and mailing addresses, then click ‘Next’.
    11. Review Additional Location(s), then click ‘Nest’
    12. Review business website and DBA (if applicable), then click ‘Next’.
    13. Signature, capture electronic signature, enter name and job title.
    14. Review application and license details, then choose payment method:
      1. Credit Card: Enter card information via Chase Payment Technologies, agree to the Confirmation, then click ‘Nest’ and follow directions.
      2. E-Check: Enter bank information via Chase Payment Technologies, agree to the Confirmation, then click ‘Nest’ and follow directions.

    The approval process may take up to 2 weeks. After approval you will receive an email with instructions on how to get a digital copy of your license.

    Fertilizer FAQs

    What kinds of products need to be registered in Utah?

    All brands and formulas of fertilizers of soil amendments distributed in Utah need to be registered (except specifically exempted products listed in the Utah Fertilizer Act).

    What constitutes separate products requiring individual registration? Are products that are the same formula but different sizes different for the purpose of registration?

    โ€œWhen the name of the fertilizer or soil amendment product is changed or there are changes in the product ingredients or guaranteed analysis, a new registration is required. Other labeling changes shall not require re-registration, but the registrant shall submit copies of changes to the department as soon as they are effectiveโ€ (R68-3-3(1)(i))

    My business isnโ€™t based in Utah, and I sell my products primarily or exclusively online. Do I still need to register them for sale in Utah?

    Yes. Utah law does not exempt online retailers from registration. Our main focus for fertilizer registration is consumer protection, where we watch for truth in labeling and safety concerns. In order to be effective, this has to apply to all products marketed to and sold to Utah consumers.

    What does โ€œwaste derivedโ€ mean?

    A waste derived fertilizer is a commercial fertilizer derived from an industrial byproduct or other material that would otherwise be disposed of.

    Why am I being told I need to register my fertilizer as both a fertilizer and a pesticide?

    A product that is a fertilizer but that also contains some kind of pesticide is classified as both a fertilizer and a pesticide, and needs to be registered with both programs when sold in Utah.

    Do I need a license to apply fertilizer?

    For the application of fertilizers, Utah does not require anyone to get an applicator license, but an exchange of information is required. A statement, setting for the specific information, must accompany the application. The applicator will deliver the statement to the customer at the time they apply the fertilizer. The statement will include the following:

    1. The applicatorโ€™s name and address
    2. The guaranteed analysis of the fertilizer applied.
    3. The net weight of the fertilizer applied. However, if the product is also a pesticide, a pesticide applicators license is required.
