Hemp Retail Permits

Utah Code 4-41 and Utah Administrative Rule 68-33 outlines the requirements and standards for permit. 

All retail establishments who market and sell industrial hemp products, must apply for and maintain a current permit with the Utah Department of Agriculture and Food (UDAF).

Retail Permit Application

  • Visit https://agbusiness.utah.gov/s/ 
    • Login to your account 
    • Click Industrial Hemp 
    • Click Retail Application
    • Fill out application 
  • Pay $50 permit fee
    • Payment can be made online, over the phone at (801) 982-2200, or by mailing a check
**Applications will not be reviewed until payment is made**
  • To update permit after submission
    • Visit https://agbusiness.utah.gov/s/ and login to your account 
    • Click Industrial Hemp 
    • Click Retail Application
    • Select Change Request as application type
    • Select application that you would like to update
    • Fill out Change Request application

As a reminder, all cannabinoid products marketed or sold in the state of Utah must be registered with UDAF.

Please check with local health departments regarding regulation of electronic cigarette products, as they may differ from UDAF cannabinoid product requirements.
