Permit Requirements for Holding Raccoons and Coyotes in Captivity for Educational Purposes

Pursuant to Rule 58-14-03(B) and Utah Code, Section 4-23-11, the Utah Department of Agriculture has established the following requirements for obtaining a permit to hold raccoons or coyotes in captivity for educational purposes.

The Department consulted with the Division of Wildlife Resources and the Department of Health to establish these requirements, which are intended to protect the health and safety of individuals.

In order to obtain a permit to possess raccoons and coyotes in captivity for educational purposes, an applicant shall:

  1. Submit a written application on a form approved by the Department.
  2. Submit evidence that applicant is a certified instructor.
  3. Submit a lesson plan of instruction.
  4. Submit evidence that applicant is trained as a wild animal handler.
  5. Submit evidence that the physical confinement of the animal is in compliance with the Animal Welfare Act and will prevent escape or co-mingling with other animals.
  6. Submit certification that animal has been neutered or spayed.
  7. Submit certification that holding live animals in captivity is not in violation of their city or county ordinances.

Applicants who meet all these requirements will be considered for a permit to hold a particular animal in captivity. Permits will be valid for one year, and an annual review of all applications will be required. Permits are not transferable.
